Google penalizes web pages that have the exact same content. This can happens when you used the same content for 2 websites that you have owned. Another scenario is when you market your website through article directories.
This is a just a bad practise which Google hates. The role of search engine, Google is to provide good user experience. Do you think user will like and enjoy when the search engines serves tons of duplicate content? When such bad practise happened, Google will simply penalized the website for its ranking. But if the intent is clearly to deceive the search engine, the website in questioned might be removed from its indexing.

Therefore to avoid duplicate content penalty from the search engines, simply rewrite the article on your blog or website. This can be done by replacing words of similar meaning (synonym) or rephrasing each paragraph.
Example of how I can rewrite my last paragraph is written below in BOLD.
